The goal of the Laboratory
for Instructional Consultation Teams (Lab for IC Teams) is to support the development, implementation and maintenance
of effective instructional and intervention practices in school
districts in Maryland and around the nation. The Lab for IC Teams
addresses the needs of partner school systems in their attempts
to create and maintain early intervention and school reform efforts.
The Lab for IC Teams provides three interrelated services to participating
school districts: Training, Technical Assistance, and
Evaluation.

Training: The goal of the training component of the Lab for IC Teams is
to develop critical skills of educational professionals to increase
each district's internal capacity to promote and maintain school
improvement. A comprehensive and empirically based training program is available to develop the necessary skills that school professionals
require in order to support the development of collaborative,
systematic problem-solving teams. Training is delivered using
a continuum of methods including didactic presentation in interactive
formats and through distance learning technology. The program
includes comprehensive training for school-based teams in the
Instructional Consultation Team model, leadership programs for
school district professionals designated to provide on-site facilitation
of school-based teams, and access to support materials including
training manuals, published texts, change agent training modules
and necessary documentation forms.

Technical Assistance:
The goal of the technical assistance component is to support professionals
and school districts that have participated in the training component
in their efforts to initiate, implement and institutionalize school
reform and alternative support efforts. The Lab for IC Teams offers
technical support to school systems that have begun the process
of developing IC Teams. The Lab for IC Teams coordinates on-site
assistance internet-based supports so that professionals from
participating school systems can collaborate with professionals
from the Laboratory and from other districts to learn and share
knowledge of effective IC Team practices.

Evaluation:
The goal of the evaluation component is to research the efficacy
of early intervention and reform efforts in participating districts
and to disseminate current research of best practices. The Lab
for IC Teams supports the systematic evaluation of critical components
of the IC Team model including changes in professional functioning,
implementation, and outcomes. Outcomes to be researched include:
changes in student achievement and behavior, changes in teaching
practices, changes in referral patterns for specialized services,
changes in school culture/ climate and other areas identified
by participating school districts. The Lab for IC Teams disseminates
results of this and other relevant research to participating districts.
In addition, the Lab for IC Teams offers consultation to districts
in their own efforts to formulate and conduct program evaluation
at the local level.
